Universities as Contracting Authorities

As you may be aware, in England and Wales the subject of Universities as Contracting authorities has been discussed frequently. Several universities have chosen, based on legal advice, to opt out of following the regulations, while others are considering their position. To support institutions, we have recently done two things. 

We ran a survey to understand the current position and views of Universities on this subject. The results were collated into a useful report which you can read here.  Our thanks to Mike Hanson, Director of Procurement at Coventry University for his support in creating the document.

Additionally, the chair of the HEPA board, Richard Dale created a further guidance document, based on legal advice commissioned both by HEPA and by others in the sector. The document is intended to highlight considerations rather than offer an opinion and should be used as such. HEPA encourages all members to seek their own formal legal advice.
