Free webinar on the off-payroll rules (IR35)

IPSE, the Association of Independent Professionals and the Self Employed, is jointly hosting a free webinar with UCEA on the changes to the way IR35 works in the public sector. The webinar is free of charge to UCEA member institutions, and will run from 12.00 noon to approximately 1.00 pm on Thursday 6 April. Members will be able to ask questions throughout. 

From 6th April, organisations in the public sector, including HEIs, will be required to determine whether “off-payroll workers” are “doing a similar job, in a similar manner” to an employee, deducting tax accordingly if this is found to be the case. Previously it had been up to the individual contractor to make this determination. If the IR35 legislation is deemed to apply, any payment made to a limited company contractor will have tax deducted at source, as if for payments to an employee.

HEIs have never previously had to deal with this legislation, and there is understandable concern about the need to apply the rules correctly. The legislation is likely to have a significant impact on the public sector, affecting the engagement of IT consultants, project managers, business analysts and other suppliers of professional services. Within HE, this model may also be used to engage specialist lecturers on an occasional basis.
