Implementation of the new EU directives

30 March 2015      Emma Keenan, Procurement Specialist

The changes to EU rules for procurement rushed through parliament last month have generated a considerable range of challenges for university procurement teams. We’ve been working with Mills and Reeve to provide links to useful resources covering the key features of this new legislation.

The major resource is the Mills & Reeve-produced HE-specific user guide. This can be downloaded here.

Links to the other resources are found below:

The following two documents from the Procurement Portal will be of particular interest:

There are a number of discussion threads relating to the rules on the procurement forum. If you have a question then don’t be afraid to ask – a colleague from another institution may well be able to help you out.

In addition to the resources, we held a webinar on the 16th September, with the presentation slides now available to HEPA and BUFDG members here

The topics covered during this one hour session included:

  • definition of “contracting authority”,
  • using PQQs and Contracts Finder,
  • how the Light Touch Regime works in practice,
  • planning for contract change,
  • electronic publication of documents
  • competitive dialogue or competition with negotiation.
