If the USS board approves the changes to the USS scheme, that were accepted by the Joint Negotiating Committee on July 7th, then universities will have to undertake a comprehensive consultation with active and eligible USS members in their institutions. According to the Employers Pensions Forum (EPF), this is likely to commence in late September and last until the end of the year. With somewhere in the region of 400 employers and 130,000 active members (plus eligible members) this "massive" process "would be undertaken by the employers in conjunction with USS, and would include a range of communications."
The UCU, whose members include one-fifth of USS members, has called for a ballot of all members so that the consultation process would have "legitimacy". In (non)reply the EPF has pointed out that there are "in fact no requirements in the statutory regulations or scheme rules to carry this out".
