All Heads of Procurement in England should now have received their login and usernames for the Annual Efficiency Measurement Model (EMM) return. The survey will be open until 31st January 2018. For those new to the sector, completing the survey for the first time or as a reminder, I thought it might be useful to give some facts about the survey itself and the data included.
Some of the information you need will come from your central procurement team using the sector agreed benefits methodology, some from your finance system and some from places such as your marketplace or reports including your PMA. Full guidance on how to obtain the information is included in the EMM survey itself.
The primary benefit for completing the survey is that the information gathered is useful for you and your institution to demonstrate the effectiveness and value your department delivers. The data can be used in many ways, to inform your (now internal) VFM report, for reports to your Audit Committee or to demonstrate improvement in processes in specific areas to name a few.
HEFCE this year have introduced their new Efficiency report; this asks, via Finance Directors, for Universities to detail efficiencies gained throughout an institution and should be returned by 31st January. It confirms that if Universities have completed the EMM, that there is no need to report procurement efficiencies again in that document, as HEPA will collect that and pass the information on.
This year, HEPA will be using the cumulative data gathered to provide you with useful information on the story of procurement in the sector therefore the more institutions that complete the survey, the more useful that document will be.
