OTS report into aligning tax and NIC

Following a simplification review, the OTS has published its report into closer alignment of tax and national insurance. The report recommends that "the time is now right to consider in detail the case for change" and concentrates on ways to simplify NICs and align these with income tax as the "complexity is invariably brought about by NICs". The recommendation that the time is right to address the complexity and differences is welcome news, although the report does acknowledge that there will be winners and losers from change, among both employees and employers (and the report even references Bob Dylan!).
